ChallengeStepHandler

Factors that use this step handler are ones where we know ahead of time that we need to request a challenge from the server to supply to the developer before we can proceed. At this time, this is limited to WebAuthn, but this may change in the future.

This challenge process is very similar to the OOBStepHandler, but since that one involves much more complicated logic, it is simpler to separate WebAuthn, and other more prescriptive flows, into a separate handler.

Challenge steps perform the appropriate network operation, and upon the responses, fabricates the appropriate status response, which typically includes creating a continuation type and returning the continuation status.
